Mosman Drill Hall Common - Netball Court Lighting Concept - Preliminary Community Consultation

Consultation has concluded

Mosman Council is inviting public comment on a proposal for the installation of floodlighting at the three existing netball courts at Mosman Drill Hall Common.

At its meeting on 4 July 2017, Mosman Council resolved to accept a grant of $150,000 from the NSW Office of Sport and Recreation for the installation of floodlights for the three existing netball courts at Mosman Drill Hall Common, Cross Street, Mosman.

This project was identified as part of the Future Needs of Sport study undertaken by the NSW Office of Sport and Recreation. The project is also supported by Council's Building and Asset Management Plans and the 2015 Open Space Recreational Needs and Assessment Report.

Netball has a long history at this location. In 2008 six grass courts at Rawson Park were relocated to three hard outdoor courts at the nearby Mosman Drill Hall Common. Netball also has shared use of the Marie Bashir Sports Centre at the same site. The Mosman Drill Hall Common is managed by Mosman Council under an agreement with the Sydney Harbour Federation Trust (the Harbour Trust), which is the owner and consent authority for the site.

At presentthe courts are limited to day-time use under the Harbour Trust’s Management Plan for the Mosman Drill Hall precinct, development approval conditions, and the terms of the lease for the site. Mosman Netball Club has advised that this limitation means that each team in the club has only 9 minutes in which to train on a full court per week. If floodlighting was installed this would extend the time available to the Club’s teams to use the courts. The proposal would help support increased women’s participation in sport.

Mosman Council is seeking community input into a concept to install floodlighting for all three outdoor netball courts at the site (see documentation at the top right on this page). Three floodlighting options are provided, all of which have little to no light spill to adjoining properties.

Mosman Netball Club has indicated that the intended hours of use would be:

  • February to September: Mondays to Thursdays until 8.30pm
  • October to February: 2-3 evenings per week until 8.30pm

All key stakeholders have been notified. The outcome of the consultation will be reported to Council in February 2018. If Council decides to pursue the proposal, then Council will request that the Harbour Trust amend the Management Plan and lease terms for the site, and accept a Development Application (DA).The DA would provide detailed information about potential impacts associated with the proposal, including traffic, parking, noise and light spill. If the Harbour Trust agrees to this request, then the Harbour Trust would formally consult the community and stakeholders regarding any draft amendment to the Management Plan, and the DA.

Comments can be provided to Mosman Council by online survey or by making a submission. Responses close on Friday, 22 December2017.
