Council is proposing to upgrade the existing roundabout at the intersection of Belmont Road and Bardwell Road. The existing roundabout includes narrow and short pedestrian refuges which do not comply with contemporary design standards. The proposal is to upgrade the existing pedestrian refuges in accordance with Transport for NSW (TfNSW) relevant Technical Directions. The existing roundabout configuration will remain unchanged.

The original concept design was advertised for community feedback in 2023. The original concept design does include non-conformances with the relevant standards, as the 20m No Stopping zone described in the Technical Direction TDT 2011/01a was not provided in the design. However, this non-conformance was intended to alleviate community concerns about the loss of several parking spaces. These spaces were set back from the travel lane to reduce the likelihood of collisions and to enhance visibility of crossing pedestrians.

Further design changes have been made and the revised design complies with the standards. The revised design proposes to upgrade the refuge islands on Bardwell Road (north) and Belmont Road (east). The other two refuge islands on Bardwell Road (south) and Belmont Road (west) do not comply with the current standards. A compliant design will have an impact on access to properties. As such, these two refuge islands are not included in this proposal.

The revised design requires the removal of six parking spaces:

  • Belmont Road (southern side) – two spaces
  • Belmont Road (northern side) – one space
  • Bardwell Road (eastern side) – two spaces
  • Bardwell Road (western side) – one space

A copy of the revised design is attached.
