Mosman Residential DCP – Amendments - Low and Mid Rise Housing
On 5 May 2026, Council resolved to place the draft Mosman Residential Development Control Plan (RDCP) on public exhibition.
Mosman's RDCP provides detailed planning and design controls to supplement the provisions of Mosman Local Environmental Plan 2012.
The proposed amendments include new planning controls for dual occupancies, residential flat buildings and shop-top housing. The amendments have been developed in response to the Low and Mid-Rise (LMR) housing provisions of State Environmental Planning Policy (Housing) 2021 (the Housing SEPP).
The amendments are intended to be an interim measure to help protect Mosman's character while the Mosman Masterplan planning controls are being developed.
DCP amendments
Council is proposing to amend Section 5.5 - Medium Density Housing, insert a new Section 5.5B - Design Criteria for Low and Mid-Rise Housing Areas, and amend Section 5.10 - Transport, access and parking.
The amendments are intended to provide appropriate objectives and planning controls for residential flat buildings and shop-top housing, utilising the LMR provisions under the Housing SEPP.
The new Section 5.5B - Design Criteria for Low and Mid-Rise Housing Areas includes planning controls relating to setbacks, views and vistas, zone interface, architectural form, heritage and heritage conservation areas, landscape, public domain, private amenity and waste.
Section 5.5 - Medium Density Housing, will be amended to include dual occupancy development objectives and planning controls in regard to minimum lot width and front setbacks.
