Mosman Masterplan
PLANNING FOR MOSMAN'S FUTURE
Work is underway on a long-term strategic Masterplan that will guide how our area grows and changes into the future.
This plan is seeking to amend how the NSW Government's Low and Mid-Rise Housing Policy (LMR) is applied in some areas of Mosman.
A major part of this work will be a detailed look at Mosman’s infrastructure - our roads, parks, transport, schools, services and more - to make sure any future planning genuinely reflects what our area can support.
Council has engaged SJB - experienced consultants who have worked with Ku-ring-gai on its council's response to NSW Government policy - to work with us on the Masterplan.
Mosman's master planning will take shape over an approximately eight-month period, with an expedited timeline for a process that typically takes about two years. You can read more about the project framework below.
An update on the project’s progress - including opportunities for community engagement - will be shared at upcoming Council meetings.

PROJECT FRAMEWORK
STAGE 1: BASELINE REVIEW AND PLACE UNDERSTANDING
With assistance from Council staff, SJB is establishing a strong evidence‑based baseline. To guide future development, this includes:
- gaining a deep understanding of place—our conservation areas, heritage items, landscape qualities, topography, flood and bushfire risks, traffic patterns, feasibility considerations, and community infrastructure, and
- the existing strategic policies and planning controls.
STAGE 2: HOUSING CAPACITY ANALYSIS
Stage 2 includes an analysis of the LMR that:
- tests the planning potential and realistic delivery, and
- to establish a suitable housing target for the new Mosman Masterplan.
STAGE 3: MOSMAN VISION AND PRINCIPLES
Stage 3 includes the creation of a vision‑led framework that will guide Mosman’s future growth. It sets out:
- the objectives,
- principles,
- key moves, and
- concepts informed by successful examples elsewhere.
STAGE 4: OPTION TESTING AND STRUCTURE PLAN
Stage 4 includes:
- option testing (a planning and design process where different possible approaches are explored, compared, and evaluated to understand which one best meets the project’s goals) and structure planning through iterative massing (refining the building shapes over stages),
- an impact analysis (overshadowing, view corridors, heritage interface and solar access iterative testing), and
- community infrastructure and movement planning.
A total of 3 options will be finalised during the iterative design testing.
STAGE 5: FINALISE THE MASTERPLAN
Guided by community feedback and feedback received from the NSW Department of Planning, Housing and Infrastructure (DPHI), Stage 5 will include formulation of a masterplan with detailed built form controls, based on reference massing and comprehensive structure plans, that:
- demonstrates how housing density could be distributed across Mosman,
- minimises the potential impacts,
- establishes how much development the area could support, and
- articulates proposed affordable housing and local infrastructure approaches for Mosman.
Following completion of Stages 1 - 5, the masterplan will need to be submitted to the NSW State Government for endorsement.
