Mosman Masterplan
DRAFT MOSMAN MASTERPLAN ENDORSED FOR NEXT STEPS
Council has endorsed a draft Mosman Masterplan and a draft Affordable Housing Contributions Scheme, to be submitted to the State Government for review.
Councillors voted unanimously at an Extraordinary Council Meeting on 26 August to proceed, with consideration to submissions made by 25 community members who addressed the meeting. This was on the back of thousands of submissions made during the early community engagement period.
The plan sets out a long-term framework to guide growth, housing diversity, public domain improvements, sustainability outcomes and investment in local infrastructure while protecting the unique character and heritage values that make Mosman a highly valued place to live, work and visit.
The endorsed package includes a range of supporting studies covering urban design, transport, heritage, infrastructure, environmental sustainability, biodiversity, flooding, stormwater management, affordable housing and community feedback.
The draft Masterplan represents one of the most significant strategic planning initiatives undertaken by Council in recent decades. Developed in response to NSW Government housing reforms and informed by extensive technical analysis and one of the largest community engagement programs ever conducted in Mosman, the Masterplan provides a locally led, evidence-based framework for managing growth while preserving the unique qualities that define the municipality.
Following Council's endorsement, a planning proposal will be submitted to the NSW Department of Planning, Housing and Infrastructure for assessment and review.
Subject to the department's approval, the proposal will proceed to formal public exhibition, providing the community with a further opportunity to review the detailed planning controls and provide feedback before any final amendments are considered. The Affordable Housing Contributions Scheme will also follow the relevant statutory assessment and exhibition process.
Council will continue to work closely with the State Government, stakeholders and the community throughout the next stages of the planning process.

The Masterplan is a comprehensive vision for Mosman's future. It demonstrates how the Mosman local government area can accommodate required housing growth in a planned and coordinated manner while protecting heritage character, strengthening village centres, improving public spaces, enhancing biodiversity and securing significant community benefits.
It directs development to the most appropriate locations and creates mechanisms to deliver tangible community outcomes including affordable housing, upgraded civic and community facilities, improved active transport connections, enhanced public open space, public art and place-making, urban greening and streetscape improvements.
The Mosman Masterplan represents a unique opportunity to shape growth in a way that is strategic, planned and reflects community values. It is designed to deliver long-term benefits and emphasises a sustainable, liveable and vibrant future for a changing Mosman.
